The 20th Round Table of Managing Directors of Port Authorities at the 45th Annual Council was organised into sessions and presided by Mr. Martin Boguikouma, MD of OPRAG (Gabon Ports and Harbors Authority).

SESSION I: Reforming legal, regulatory and fiscal frameworks: projecting the African port sector into future value chains;

This session was presided by Mr. Michael LUGUJE
Expert from the Ministery of Transports in Ghana and former MD of GPHA.
The other speakers of this session were:
• Mrs. Maud Chassériau – World Customs Organization Expert
• Mr. BAYENI Alain – Director General of Foreign Trade
• Mr. MBOUMA PEYA Fortuné Hervé – Project manager for the DG of PAPN, in charge of implementing measures to facilitate and simplify port transit.
• Dr. SEKA ABA Clément – Port and Maritime Legal Expert
• Mr. Fousseni KONE – Logistics expert
• Deputy DG/CCI BF (BURKINA FASO)

At the end of this work, the emphasis was placed on the adaptation and revision of legal frameworks; the development of port logistics zones for the facilitation of regional transit and the facilitation of customs procedures for the smoothing of trade.
